Hi Emily: I'm the Local Editor for Urbandale Patch. The "project" may eventually become a pedestrian plaza on city-owned land. Right now, it's a convenient arrangement. Hy-Vee is clearing tons of dirt for its expansion and the city needed fill dirt on that site. Watch Urbandale Patch later this week for a story on the Hy-Vee expansion. Thanks, Anne Carothers-Kay
